No, not by far. Rathalos is better, and every boss monster in front of rathalos is better.

Also, guys, The Rhenoplas armor, it makes you look like a giant mech >:O

The lowest HR you can have to get in is 14. And I'm leaving right now, so be sure to HR grind up to at least that level while I'm gone :3
