Although sneak can be very useful, I wouldn't use it too much, my first character was maxed sneak before he was 50 anything else and I would sneak through everywhere, eventually I got far enough in the story that sneaking wasn't good enough I couldn't kill the monsters because I had gotten almost no XP so I had to go back and grind through all the areas to get up some levels.

The Gauss Rifle with 100 energy weapons makes the game all too easy, unless it's a feral ghoul reaver.

Don't you need Operation: Anchorage for that or is there another way to get it?
I've yet to find it anywhere else.
