BC seems like RTB. It might have a few changes, but I won't be able to prove it or tell you that it's true until I have proof.
I still won't join it, though. I think I'll stick with RTB. And I don't think there is a way to make a "safe" chat. There are several ways to bypass filters.
I'll keep in mind that it's in-development, so I won't say too much that could get me yelled at -.-
