You have to go to your profile, and then press and hold down Alt, and locate the button "F4" and press that, and the frames of your selected picture will be cropped together and you can choose how fast each frame laps over the previous. (It can go as fast as 0.01 seconds)

If you want an animated avatar, then you need to find your favorite "Moving" image and resize it to 75x75, then you upload it to your profile.

Make images. Load them onto this old but free software.
That, or take a video using camstudio and load the .avi to microsoft gif animator. It works great.
