I looked at it again and still, this isn't modified. The RTB Mod manager's updater is commented out, and the server gui is commented out.

2. He edits it and inserts incriminating code.
3. He edits the file modified date and resets it backwards.
4. He hacks the webserver.
5. He re-uploads the file onto the website and gets people to download it.

Kalphiter is innocent and got framed.
