Frigates are fine, you baby. Cruisers may be the backbone of the fleet, but frigates are the everything else.

There is no "better" ship. Cruisers will demolish frigates even when the odds are stacked against them, but that's mainly because frigates are only meant to take on other frigates and fighters. Fighters can and sometimes will destroy cruisers when they have no frigate escort. You can't make a winning fleet out of one type of ship. (Unless you're fighting the swarm, then you can just spam fighters.)
