I misread this as Tails's Face D:

it is a placeholder
in mass effect 1, her face is better detailed
and she looks like an alien there
another fact is that tali's default armor in me1 has an uncovered part where you can see her skin

Also I thought this was going to be one of those photoshop the unreveal threads again.

Its a place holder face, which explains the lack of detail.
It's not a place holder because that would imply it's temporary. This is what you can see through the mostly opaque visor, which explains the lack of detail.
