I'm assuming the ink is what responds to the UV light, therefore it wouldn't be dangerous.

anyway, UV tattoos are quite simple, I think it's just a luminescent dyes mixed with the black dye of the tattoo, that way the chemical will emit "black" light when its lit.

It still doesn't make a bit of difference because if someone wants to get a tattoo in the first place, let alone a UV tattoo, obviously there's going to be risk involved.
