I can't get my dwarves to confiscate my goblin prisoner's items, how do I do this?

I tried dumping and claiming all of their items via the stocks menu, but the dwarves still won't do anything with them. I think I'm just going to set up an execution system and use that.

Game needs war cats. Lul enemies die from 200 cat cluster forget.

Also how do i build some way to let water into an area then close it off so the water evaporates? I tried doing that but i couldn't block the water flow afterward.

I have war cats, they also fire burning hairballs which ignites the war donkey's explosive gases and generally ruins everyone's day.
