Not really, it's literally just propoganda used by the ONI Spooks to improve morale in the marines. ONI Directive 930, it's actually a regulation in the UNSC requiring them to falsify all reports of Spartan fatalities (it banned the term KIA) and created the phrase "Spartans Never Die, They're Just Missing In Action". The Covenant also notes the term, which is also why they call Spartans "Demons".

Not particularly for marines, Spartans resurface and stuff. It's more for SPARTAN-II's though, because they were far tougher than SPARTAN-III's (e.g. Noble Team).

Jun does die! I found this whilst reading about Cortana on Wikipedia.

While the rest of Noble Team is killed, Noble 6 hands Cortana over to Captain Keyes and elects to stay behind and protect the ship while it makes its escape.

Halo's primary storyline is extremely interesting and a lot more dense than Reach's story.
