Not really, it's literally just propoganda used by the ONI Spooks to improve morale in the marines. ONI Directive 930, it's actually a regulation in the UNSC requiring them to falsify all reports of Spartan fatalities (it banned the term KIA) and created the phrase "Spartans Never Die, They're Just Missing In Action". The Covenant also notes the term, which is also why they call Spartans "Demons".

Not particularly for marines, Spartans resurface and stuff. It's more for SPARTAN-II's though, because they were far tougher than SPARTAN-III's (e.g. Noble Team).
