Offline practice is pretty useless. TF2 is always more fun online than with bots.

They probably need to do extra, more complicated programming for the bots so they can decide how to coordinate to attack and defend before they add CTF maps.

I go on hard, turn on cheats, spawn a ton of sentrys, and watch what happens.

Not really, you can use other maps for the bots to run and they capture-n-all but it doesn't really run well.
SO yeah, need more programming
