So I was browsing the Scout's hats on the TF2 Wiki, and his
whoopee cap really caught my interest. The Trivia section gave crude instructions on how to make one, so I gave it a shot.
First, I took this old hat:
And cut off the leather strap.
How it looks without the strap.
Then, I flipped the hat upside-down, and turned the hat inside-out. On the brim, there was this line of fabric, so I tore it out.
I took a knife and made a hole where the crown and the brim met. I put scissors in the hole and proceeded to cut the brim off.
I folded the bottom up about an inch and cut triangles out of it. I slapped on a pin and...
PRESTO!
