Yep. You can only ban integer IDs not equal to 0. (That means that you can ban kompressor but not Badspot. In fact, you can even ban negative IDs.)

Kind of off topic but an OP on Minecraft can ban the host and I believe can even stop the server.

There's no host in Minecraft, all ops.

the ip will be different, but port will probably stay the same.

not-so-pro-tip: try re-typing the new ip over and over and repeating it to yourself FROM MEMORY (even if you haven't memorized it yet) to help yourself memorize it.
