Typically, my brush has the flow and opacity turned down anywhere between 50% - 75%, maybe lower depending on the situation. Its also set to adjust size and opacity based on pen pressure. To smooth out the colours I'd just continuously just go over the sharp areas a few times, depending on how smooth I want the transition to be.

I can't really say for sure which method is faster, but considering that you'd probably have more control and would only have to stick to one tool to get the painting done then its probably safe to say that this one is more efficient. Don't be afraid to just try out other different methods and see what result you like best.

I haven't tried using a lower opacity with smoothing sharp areas. I'm going to do that now. It should be quicker since I keep having to set the settings each time I swap tools. I'm currently using Mypaint painting program but I'm gonna switch to Gimp 2.6 for adding more shadow and depth to my painting.

Before I submit it to Deviant Art, I would like to improve it further since I feel it lacks something.

It lacks a lot skin detail and shading where it should be in some places, give it some more texture and give it some rough feel, you can worry about more shading later.

Add more tiny scales, because the dragon looks like it's a jigsaw puzzle.
Also it looks like an older dragon so add some more detail on it's teeth, because dragons have eaten something sometime in their life. But keep in mind this is just an opinion you don't have to do anything of the sort.

All in all its 8/10 work to me. :)

Thanks. Adding more detail is my first priority now that you've mentioned it. I'll blend it in a bit more as well. The tiny scales should be completable with some sort of brush that comes with GIMP. I might have to make one however.
