The dry rice is your best shot. If it doesn't work after a while that's because the water short circuited it. Next time when you feel like dropping your phone in the toilet, turn it off.

Probably 24 hours, maybe longer, but no less. You have to give the rice time to soak up the moisture.

I'd take it out of the rice then see if it was working or not.
If it wasn't working then I'd put it back in and check again later.
If it wasn't working by a day or 2 I would get a new one.

Okay. Also, it wasn't soaking when put in rice, I had wiped it off pretty good externally before, but I'll go by this.

Take battery out of the phone, and put them in the same bowl of rice. Dry rice works great, I guess it sucks out the moisture or something.

Take out battery, sim card, battery cover and everything else you can take off, and put them all in a zip lock bag of rice.
