Yes, it is a very hard decision, one that I can't make by myself. Mage brings up many excellent points, and I hope you view his post before voting.

Urrrgghhh. Now won't be able to sleep. ;-;

City Hall must be the right choice. It would enable efficientcy. Of cource, chioldren may not be well educated, but in this time period it is understandable. Learning a trade is important, too. Or learning from office work. Of course, office work would be difficult without proper education. :s

And with an orderly court and regulating bosy, the population could steadily and naturally increase, enabling people to comfortably move in, thus also expanding territory. Unfortunately, this may also harm the surrounding land - But we can, at the very least, try to be careful of our expansion.

But on the other hand, the early 1900s were involved in a great deal of political reforms. Citizens may not be content with the ruling badies and may keep replacing them - or go as far as causing civil unrest. Though they may also be peaceful, or Sans Ramon may be completely uneffected.

Maybe the retail sector is a good idea after all? :s

The retail sector may actually be one of the better choices. This timeperiod had a decent economy and may actually help financially advance the town and citizens. This would enable much better schools, offices, and a grander city hall to be built later.

Of course, this may also take time. It is a longterm project, and certainly not an easy one. However, with the citizen's best interests in mind. The retail center would offer, most likely, a similar influence as a town hall though without the same political influence, which may be good or bad.

I mentioned the economics before, but once more, this can be good or bad. For a while it may help, no doubt. But their is always the possibility a larger retail outlet may devastate smaller businesses and, in turn, do more damage then it is worth. Not to even mention the fact it may disrupt a traditional feel which much of the city still holds. This may upset many citizens.

But of course, it is all possibility. :s

The Retail wouldn't be one large building (as with the offices), but a series of buildings selling different things. Think of it as a Zone in Sim City 4.

Keep in mind, that we should finance as much as we can before the stock market crash. :3

Also, wouldn't building on that spot with something other than housing cause an increase in homelessness? Or have the previous residents found new households? Or were they old houses that no one was living in anyway? Or did everyone in them just...die? :c

But reconsidering , the Retail Sector would be an even better choice. The early 1900s were known for their many fashion trends and styles, meaning the culture is very well ready to have such outlets. Of course, it isn't 1922 yet, and the model t won't be out for at least two years, but getting a head start would not hurt. And besides that, it would generate a good amount of jobs, and social ones as Lordy stated. This would probably incease the quality of living. c:
