You have to consider that many hereditary diseases aren't fatal and are barely a damper on the child's life at all. The question is too broad.
Doesn't matter that they aren't fatal. Imagine wiping out diseases that once took federal and private funding from governments across the world. We would be saving stuffloads.

Well, people who have some disease which doesn't let them live their own life, should not have children. But when there is nothing wrong mentally, why not.
