It's Germany itself and all german-languaged lands (Switzerland, Austria, Luxemburg). It's because of our bullstuff politics. But at least it's not as bad as Australia.
You still can buy english original uncensored game versions next to the 10$ more expensive german translated censored games.

IIRC blood can be toggled.

In TF2 there is a non-violence mode, which basically replaces blood and gibs with birthday sounds, balloons and wacky objects.
