No, when someone gets votekicked, it literally bans them. I have experienced this before, and I could not join the server again until 2 days after.

I'm pretty sure there's a voteban addon and a votekick addon. This server was probably running votekick if he was coming back minutes after he left. The guy that couldn't join probably had a bad connection or something.
