I feel it's because your always defenseless against absolutely everything, I haven't found any horror game that gave you a gun or bat scary.

Amnesia's not really scary in itself, its atmosphere causes you to panic and your mind starts being paranoid.

Proof: Play Amnesia with the sound off.

Then again, that's true of most horror games.

Oh, yeah. Penumbra is pretty much a stuff-your-pants puzzle game.
