You have tunnel vision, lol. The fire rate is good enough to hit several enemies within a few seconds.
If you directly hit the lower-tier-health classes, it'll kill them instantly. Use this in combination with good aim and reflexes, and you can murder. Seriously, it's amazing what you can do when you get really good with it.

While you can kill most classes in one hit, that's just not a good enough replacement for such a small blast radius (The fire rate is the same as the vanilla launcher), and in any realistic situation, the lower health classes will already have lowered health, allowing you to kill them easily with one hit (Non-direct, too).  You can easily kill single people with the direct hit, but it's so pointless if you actually play the objective.  A point or cart will almost never have just one guy on it, so you will need the extra blast radius to kill the other guys on the point.  If you want fast, accurite projectiles that require aiming, use the sniper.
