I used to hate Scout, but I gave him a try and I'm actually pretty decent with him.

I'm terrible at fighting pyros. 
They keep cornering me and using the airblast.
Or they gain on me, and casually flame me to death before I can shoot whatever I have at them.

As for soldiers, I know what you mean.
I play him quite frequently, and I am pretty reliant about the splash damage.
It's pretty hard to get direct hits.
I recommend strategy, try countering the rockets by hiding behind something, going to look for health packs, etc.
And to kill him, just throw whatever you have at him while performing the above.
