Peoples avatars just haven't been loading, probably not bots.  The bots I've seen on lotus steal avatars.

One pl upward server I went on had bots with non stock weapons and hats, about five of them had a picture of bulbasaur as their pic

most bots will have BOT at the location of where there's supposed to show peoples ping

Not always. Some servers will steal usernames/avatars and apply them to bots with a randomized ping.

I can't confirm this though.
