You're doing it wrong.

You don't take 400% of the 9 second duration, you increase the drain rate per second by 400%.

9 seconds of cloak time

That equates to 11.1% of your overall cloak per second.

Put that into numerical units, let's say 100 units.

11.1 units per second.

11.1 * 400% = 44.4 units

44.4 units = 44.4%

44.4% per second = 2.25 seconds

The cloak would last 2.25 seconds total.
