they're saving it for the halloween update dumbdumb..
you don't get pissed at valve either, the community is the ones making weapons and they're only making halloween weapons.

For those who are having trouble downloading,

I set my download region to china, and it's downloading fine.

Go to steam>settings>download+cloud>Download region and set it to china.
