But when is someone not damaged to this point already when encountering a sniper?  I never even noticed that the machina had a damage bonus because of that.

Being sniper is not that bad with a sniper rifle, jarate, and bushwacka, I just throw Jarate and just damage them with my sniper rifle (not even scoping it).
