They are incredibly rare because series 30 is a salvaged crate that isn't as easy to find and doesn't need a key to open.

So I unlocked the Bazaar Bargain and now have all the snipers in the game.

No way I'm using the bargain, I'm not confident enough in my ability to get headshots, and the incentives aren't really that great.
