Most hats that can be used in Crafting (especially ones that not many people like) are worth 1 Refined. The Ellis Cap is now in that category, and a lot of people are trying to get them as cheap as possible from people who don't know that. They'll trade Uncraftable Hats or single Stranges to get their hands on them if it means they gain that 1-2 Reclaimed profit.
