Team Fortress 2 takes forever to stop saying 100%, just verify your game files, when it's at 100%, go outside and do stuff, maybe take a trip to the corner store, maybe go to a zoo, take some pictures, share with your friends on Facebook, go to a park, play on the swings

This is because the % is its progress in downloading files, then after that it still has to compare/replace/idk them.

It only downloads when it's trying to sync with Steam Cloud, if you're trying to verify the game files or if downloading an update
