Does it occur after a certain amount of time every day, is there a certain limit of drops per week or something? I haven't gotten a new item in like, a week and a half.

There's no definitive answer. I think it's something like ~11 drops or 10 hours of playtime, whichever comes first, before you stop getting items. The limit resets every Wednesday night.
