That's because spy is the class that actually had different good weapons.

spy has around 10

well the pyro's weapons are kind of tricky to find a good loadout. many weapons really shine in combination (degreaser+reserve shooter+axtinguisher/postal pummeler, for example) that wouldn't be effective on their own
spy weapons just seem to be a pick and mix sort of thing, finding an effective revolver, watch and knife that whatever you play as
