I don't even know what is wrong with this download. It goes from speeds I've never gotten before to almost 0 kb/s.

So it'd probably be the perfect time for me to play

Because the main problem I had with the beta was everyone was level 3500 and I died within 60 seconds of leaving spawn

I think a map maker like the portal 2 one for TF2 would work well. First you would select what type of map it is, and then if it was a payload map you would draw a line for the track and could insert check points at any point on the track. Spawn rooms would be simple rooms that you could easily edit. I think the tiles would have to be a lot bigger for stuff like high maps which you could easily edit too. Then after you are done making the map it would automatically generate bot paths before you could play it so that you can play it with bots.

What are the best loadouts for each class?

It comes down to preference. You usually can't go wrong with stock.
