Try this:

1. Get the Team Deathmatch minigame add-on.
2. Make a default minigame.
3. Add 1 team to the minigame.
4. Make the team leader's starterpack empty, and put a hammer, wrench and printer in every team member's starterpack.
5. Make yourself a team member, and make the person you don't want to be able to build or wrench the team leader.

Two teams, auto correct off.
