Idk if you posted an article or whatever because I just skipped to the last page because I hate trackpads and it takes me forever to use a laptop, but the article I read said they didnt know what the reason was :o

It's speculation that Microsoft paid Ubisoft off to get an Xbox only release for now, for it's Summer Arcade thing.

No, Blame the actual developer.
The game is already finished, the developers have no say after Ubisoft takes over. I blame Microsoft for it's greedy self, and Ubisoft for it's poor communication.
