Yeah, the 4th dimensions is time, with the first four dimensions grouped into something known as spacetime. The first three dimensions are the spacial dimensions, giving us X, Y, and Z. The 4th dimension represents duration. The first three can't exist without time.

So, in a way, we do perceive time, but only as the change of everything around us. At least, that's how I interpreted it.
You should watch last weeks "Through the Wormhole with Morgan Freeman". It was all about how time may just be a creation of man and stuff.

I fell asleep through a lot of it.
But I did see the one before it, about the shape of the universe and if it's finite.
