I'm pissed off because I liked to screw around with random characters in bot games and now am pitted against people who have played 7 times the regular games as me.

This seems like the best solution:

Or they should make seperate summoner levels.

Like:

PvP Level, which you get for playing against players in normal, ranked, and equal custom games that don't have bots.
PvE Level, which you get for playing against bots in any equal game.
