I wouldn't know, I don't work for Riot. Also from all of their patch preview videos: "Note that this video does not cover every single change..."

It's an educated guess. Generally when a champion is permabanned in ranked, Riot does something about it. ie. Skarner

Rammus has been permabanned in ranked since the beginning of time. He's had superficial changes since then. He's not going to change anytime soon.

I mean normal draft I haven't done ranked yet. Saving it for when I have most champs and can actually play the game.
