Houston, we have a problem--My RCS fuel tanks(the small ones that can be placed anywhere on the ship relative to a liquid fuel booster) are not operating; the boosters burn through the regular fuel tanks and simply burn out once the regular tanks run dry. Help?

Please be aware, my engineers are complete blockheads--their grasp on the whole concept of stages is unimpressive to say the least and they make random parts disconnect when it's least convenient for the ship, the launch, and the pilots.

It doesn't work with either solid-fuel or liquid-fuel. What am I missing?
