Almost all motherboards are limited in that way.  Doing dual SLI will have the PCI-Express 2.0 slots at 8x and 8x, tri-SLI will have them at 8x/4x/4x.  Quad-SLI would be 4x/4x/4x/4x.

It's not only 1 completely unnecessary but creates a massive hole for problems.

IMO, I like only one monitor for gaming.  I'm fine with a second monitor for other stuff but I personally wouldn't want to do the 3D vision surround gaming thing.

Also, if you don't like it, it's always nice to have one gaming screen and the rest for apps. As he'd have a really good system too, he could run his games in windowed and interact with those other applications easily.

perhaps you should consider that socket 1366 boards with the x58 by default support x16/x16 and some support even x16/x16/x16/x16. then there are boards like the one i chose that use a special platform to enable x16/x16 on platforms that don't usually support it

That's what I do, except my second monitor is 1024x768.  My main one is 1440x900, I hope that I'll get a 1080p monitor one day and then use the 1440 for secondary stuff.

If you want a gaming laptop, I like HP.

I bought it from costco, I do not think they still offer this anymore, but you can get this same laptop for $1200 or so directly from HP.  It was a great deal when I got it.

I run portal 2 at max settings without issues, but the batterly life is only like 2 hours if you are super lucky.

However, I do not like the keyboard layout for this laptop.

I've got a 1366x768 as my main, and a 1024x768 as my secondary, running off a HD5850.
It's quite nice cause they are the same height.

2. Buy all the parts it is made out of on Newegg
3. ????

I did it for fun but too lazy to post it all for a game. If anyone wants to do the work for the game I will tell you the basics it requires. 2 geforce gtx 580s, intel i7-970, 12gb tri-channel ddr3 ram, 200-250gb solid state drive, blu-ray player, 1100 watt power supply, problably liquid cooling, a mobo that supports sli and will run both cards at x16, windows 7 64 bit, and a lovey tower that it will all fit in.

You can build a better computer than that for his 3 grand budget.
