If I only lose 10% of my money I have no reason to be careful now, I probably could just run right through the levels. The scare factor of the game is diminished too because you don't have to worry about death.

The game is not what you want it to be, that doesn't mean you have to complain.
If you want to just run through the game, which does not have levels by the way just quests like any other rpg, that's your perogative. Just because you can run past stuff doesn't mean you have to, if you want to be scared by the game it is thoroughly scary.
Half the time when you die there is no way to avoid it, when you are walking around fighting off hordes of zombies with a broken machete and then 5 infected come charging at you from nowhere and kill you in two hits, there is no strategy or thought process that will get you through the mission. You just have to die and go back to the location and fight the slightly diminished numbers of zombies.
If you had to restart to a certain point in the game everytime you died you would never beat the game.
