When they set me loose in Whiterun I killed someone, and then I was a damn killing machine when they sicced me on the Silver Hand's fort. :D

You can either
-Get attacked by a werewolf and contract lycanthropy(this may be difficult as wild werewolves are difficult to come by)
-Join the Companions and get inducted into the Circle not far into the questline
-Obtain Hircine's ring

You need to highlight the locked shout and there should be a prompt at the bottom of the screen to spend one dragon soul and unlock it.
