go into the magic menu and then the shout submenu highlight the shout you want to unlock hit r (for pc) to unlock it with the soul.

Blackreach is a hellish wasteland. I like how they added a nod to Sinderion from Oblivion though.

I wont get my Xbox back until next friday, what do I do? My computer can just barley run Oblivion on low settings. Anyone know any oblivion mods that make it look better without making it run worse?
