Last I heard, it was a month in-game.

Well I used to steal iron ingots from the smith in Riverwood and they would respawn every 48 hours as well, but that's the only stuff I've ever stolen off shelves so it very well could be a month

it must have a varied respawn rate it guess, because i've robbed blacksmiths every 48 hours or so like mentioned, but that said the arch mage quarters takes aaagggesss to respawn, so i guess that's on the 1 month timer.

the difference could simply be because of exterior and interior zones.
