How come I have had the decapitation perk for the past ten levels and been in probably 200 sword battles and I have got exactly one decapitation?  I use power attacks in almost every one!  Do they just not happen when you dual weild?  I also notice that dual weilding lowers the occurance of cinematic finishers

Isn't the decapitation perk for two-handed weapons? Obviously it only applies two-handed weapons, then. Not duel-wielding one-handed weapons. I decapitate people a good percentage of the time with my Daedric Warhammer (Legendary).

Not like I can control which finisher I'd use. One time, it happened to a guard. The first knock with the handle of the hammer made him go "I'll have your head." However, all he said was "I'll have your he-" because his head came off a moment later... Brutal, very brutal...

Related to above, I get a bunch of decapitations with my Blades Sword. I don't know what your guys problem is.
