I need to harvest an orc and a falmer. Where can I find them? :u

Falmers are in the underground dwemer city all over the place, but not really anywhere else.

You can find orcs usually as bandits in those towers scattered around skyrim, or you can go along the towards riften from whatever the other town is and there is an orc standing there waiting for "a good death"

I really feel like you should be able to harvest your own blood if your character is of one of the races of whose blood Septimus has need.

Except in practically every dwemer ruin and there are plenty of those.

Only Fallout 3 was made by Beth, and it also had a patch for playing after.
FNV, however, would require major changes to the environment to play after.

It's not really known what happened to them. All that's known is that basically all at the same time, they disappeared, having coincided with attempts to become immortal and create their own God... Strange. I would like to see a DLC where you find out what happened and walk among them. :D
