Just go to the general goods store in Whiterun and sometimes you can get ebony ingots. I got a few from there. Make one and upgrade it. Simple

Just use the one that does the most damage out of the ones that are currently available. I don't get why people play the game as if it is WoW or something, where they need to make an optimal build and such.

I know if you use console commands to unlock all shouts, it's in there. Didn't use it, thought it was useless storm clouds. And by the way, I only use console commands when I'm loving around. I don't save it into my playthrough.
