Think of it like the Teleportation plasmid in BioShock. They were going to include a plasmid that allowed the player to teleport, but eventually removed it during development since it proved too problematic to scripted sequences and barriers. You could go through the entire game putting protection... But then how do you logically explain why it won't work other than to keep you from loving up the game?

Basically, a shout to teleport you could be too easily abused to break the game, and explaining why it doesn't work in some instances would be too haphazard.

Then add "You can't use this shout here" or you can only teleport to certain places.

Again, how to explain logically why the action is disabled in a location which, other than the possibility of being game breaking, should work story-wise would be difficult. Too many games give you cool features, and then limit randomly them since cool features have a tendency of breaking the game somehow without limitations. They didn't want to give you an amazing feature that must be limited in a seemingly random way, and even more so have to figure out all the ways, places, etc. to limit it.

Exactly... Reminds me of Pokemon with bikes and such... Was so annoying to have the random limitation.

Not just bikes. Preventing running inside, etc. Random preventions.

my bow with daedric arrows does exactly two times the damage of my sword lol
