Found an interesting rule of thumb on UESPWiki regarding smithing Dwarven ingots:
If it starts with the word Dwemer, it cannot be smelted. If it starts with anything else (Bent, Solid, Large, Small, etc.), then it can be smelted, with the exception of the Small Dwemer Lever.

the only use for money in skyrim is buying a house. I forge most of my own equipment.
