Most builds have 4-16GB of RAM.

I'd personally go for probably the first one.
Asus makes awesome monitors, so your pick between those 2 are just down to your preference on the frames look.
Dell, despite making stuffty computers, makes awesome monitors.
I can vouch for Acer monitors. Crisp, clear, bright, rich. Amazing.
An old 19" Acer X193HQ is still my favorite monitor image wise, even though it's only 1366x768, and even though now I have quad 22" monitors on my main setup, I still like the Acer more.

Ok, my budget just got bumped down to around 700.

Now, one thing, should I use the 600 dollar build with a highly unlockable 6950, or should I just use the 700 dollar one? Same price pretty much.

The sandy bridge is worth it, cause then you can upgrade your GPU when/if you need it.
The 6870 will be heaps for 1440x900 and even will be great for 1080p single monitor.

If you can, you could bust out a Z68 board, but don't have to.
