Citrus, you're making a mistake. You've turned down better specs for average ones that probably won't play TF2 well. The new SB Intel Graphics, like 3000, are nearly equal to about a 6550. And the i3-2310m is better than the AMD processors you have suggested.
I don't know if you will read this, but oh well. Why lock the topic? My god.

For christmas I have under 200  bucks to spend to upgrade my computer.
I can run most new games now but I think it's time to upgrade my video card. I have a Geforce 9800gt right now but do you guys know of any video cards that are better that are under 200 dollars? I'm going to post my specs and if you guys think anything else needs an upgrade let me know.

Your CPU is quite old architecture and is probably going to limit any newer GPU.
What socket is that particular one running? AM2+ or AM3?

Yes.
I don't believe Socket 940 supports Phenoms though, so that wouldn't be the socket we are looking for.
Socket 940 is quite old and I believe it only supports Opterons and old Athlon 64s.

Antec Three Hundred arrived.

Bit smaller than I expected, but that doesn't matter. Otherwise it's awesome.

Few things:
Only supports up to 11" cards, (No 580? D:)
No grommets for liquid cooling
No toll-less stuff



And that's it. Although I saw the Raidmax Helios on sale for $30 AR on Newegg. Good deal? Has fully tool-less stuff, 3 to four fans, nice gaming look, big, bottom PSU dust filter, grommets. Maximum 16" card length.
